I got to play War on Terror this weekend. From the hype I heard at BGG.con and the website, I expected it to be fluff using it's non-pc attitude as it's main selling point.Boy was I surprised. The game is a very fluid and somewhat abstract wargame. Players all start as empires , but eventually one (or more players) become rogue states or terrorists. Even though Baker(pictured left) was labelled the Axis of Evil most of the game, Mark G went bankrupt first and became the mastermind behind the terror. He quickly managed to get Baker into his camp and soon forced all but Tommy into his coalition; paving the way for an easy terrorist victory.
I recommend giving War on Terror a try.
